I can't turn pop up blocker/download blocker off

I can't turn pop up blocker/download blocker off

I've read all the hints etc.
This started when I installed Live One Care.

But nothing I do will turn off that darn blocker that prevents me from
downloading files.

Whether it's my bank or downloading a program from the inet, that yellow
warning comes up and asks for permission to download.

Windows Media, sp3.

I know it's protection, but I do all online banking and only download from
my personal sites.

It is an Internet Explorer security setting and OneCare will reset your security
to medium high if you change that setting to not present the yellow bar and
automatically download.
You might be able to add your bank site to the trusted zone in IE settings.

I indeed added the bank site to the trusted zone with no joy.
and I've tried changing it to not ask for permission and again have had no
success.

Did you also modify the settings for Security for Trusted Zone?
I'm not sure if OneCare will reset these, snce you are only making the changes
to the Trusted Zone.
