Rotate on Import, rarely works if at all. Why?

Rotate on Import, rarely works if at all. Why?

I've noticed that the rotate on import really does not work at all, I think
it worked once, and not sure if I was using Photo Galley or Live Photo
gallery then.

What does it need to actually rotate automatically on import, I've tested
with obviously needs rotating images , such as people in full body profile,
animals, heads, objects, houses etc but it doesn't do it anymore (The option
is still enabled before asking) In fact I remember it once or twice
annoyingly rotating images that didn't need it.

The Auto-Rotate option in a camera is usually
controlled by the position (orientation) of the
camera when the picture is taken...not the
graphic content of the picture.

Thanks, not really a solution, as I remember it working a few times
automatically, oh well.
