WMC On-Line Offerings Outdated?

Just starting to use WMC and noticed several of the on-line offerings appear to be outdated and inoperative, Movielink and Comedy Central for example. Who manages, adds and removes, these "offerings", operative or otherwise? Is it only through period Vista updates for Windows Media Center, or is there any way to add or remove these icons yourself? Is it a sign that MS is giving up on WMC on-line content and concentrating on Xbox Live offerings instead?
