Just about everyone has one (i.e. Walmart, Kmart, Radio Shack) Edit: It just hit me you said you want RF to A/V, what I show is the other way round. So I did a little more looking and I don't think there is any way to do that. Sorry to get your hopes up. Your VCR doesn't have an A/V out? Most do and I think this may be the only way is to upgrade.
