Can't Open Outlook 2007

When I try to open outlook I get this message:
Cannot start Microsoft Office Outlook 2007. Cannot open the Outlook window. The set of folders cannot be opened. The Outlook.pst is not a personal folders file.
I have uninstalled Office 2007 and reinstalled getting the same message.
Try running SCANPST but no help. But Help!
