Excel 2003: Insert static time

I can’t insert a static (not updating) date & time in Excel 2003. Excel Help says:

Insert a static date or time
Current date Select a cell and press CTRL+;
Current time Select a cell and press CTRL+SHIFT+;
Current date and time Select a cell and press CTRL+; then SPACE then CTRL+SHIFT+;

But when I do that, an Insert box pops up, asking if it should shift cells (see attached pic.)

What’s the problem?
Or, I should say… What’s the fix???
