In Excel 2007, how do I enbed a hyperlink?

I clicked on a cell which has the text that I want to embed in and navigated to Insert tab > Hyperlink, then Browsed Pages, so I pasted the url into the text box there and clicked OK. As soon as I click the link, I got this message:

This operation had been canceled due to restrictions in effect on this computer. Please contact your system administrator.

I'm the only user on this computer and I don't know what to do.
