From your post, my understanding on this issue is: you are wondering why
the Windows Explorer "Search" utility in Windows 2003 cannot find any
.config file with query like '.config', '*.*config', etc.

I did a test with a web.config file. I input the query "*.config" in the
Search box of Windows 2003 Explorer, and the web.config is listed in the
search result as expected.

I hope to let you know that the issue you described appears to be a Windows
configuration related request, and would best be addressed in the Windows
newsgroups:
microsoft.public.windows.server.general
