Cannot create new account or turn on Guest

I am running Windows XP and I have an administration log in that works fine
and is password protected. If I turn on Guest or create a new account they do
not appear on the log in window or when I start the computer.

My System SpecsSystem Spec

You might try posting your question to a group with "Windows" in the
