outlook web access microsoft exchange service 2003

I have a problem where when someone sends an email and set a calendar date it
is always off an hour. How can this be fixed?

Start by posting your question to a group that is more relevant, like one
with "Outlook" in it. This is a .Net programming newsgroup.
