Vista - Please Help

I started getting an error message when trying to download ANYTHING updates,
torrents etc...The text is as follows:

Internet Explorer cannot download...<<Whatever the download is >>
Internet Explorer was not able to open this internet site. The requested
file is either unavailable or cannot be found. Please try again later.

I am able to get on the internet and go wherever just unable to download
(even microsoft updates) Im thinking a setting is not properly addressed but
I cant figure out which. Please if you have any insight please let me know.

First, you need to find a news group for Internet Explorer. This is
a .NET programming group.

Here's how to locate an appropriate group through the web interface:

To find the group you need:

http://www.microsoft.com/communities...D-2224A4FEB3EA

Select your language from the Tree View on the left, then scroll down to
Windows. In the Windows category, open the category for Internet Explorer.
There, select an appropriate group to post your question.
