Well after some digging I found my own answer.
Silverlight does not support Pentium II and various earlier versions
of AMD Athlon processors. I stumbled on it in a Silverlight support
group forum and confirmed it by downloading silverlight.exe from http://www.microsoft.com/silverlight
. The installer informed me that
my processor (AMD Athlon 1GHz) was not supported.
It turns out that Silverlight needs a certain instruction set in
the processor to work. Something called SSE. If your processor doesn't
have this then Silverlight won't install. The standalone install let's
you know this but the Automatic Update download install doesn't.
