sccm install on server 2008, server is not attached to the interne

I am having a problem getting past the "updateing component path". I run into
an error that tells me that the "component manifest was not found". I have
tried using every directory under the sun, and even pointed it at the ITMU
..xml files on the old SMS server. Any help in finding out how to install or
configure the component manifest on the machine would be greatly appreciated.
And because I have no connection to the internet and will never have one on
this machine I need to know how to find the download for this information.
