Power Went out now I have A Runtime Error

First I had a cordbg.exe error I unplugged my external hard drive thats a
seperate unit , a added extra application , plugged it back in . Now i have a
Common Language Runtime Debugging Service Error . Process id=0x13c ( 316 )
thread id=0x230 (516 ),
I think the first numbers are 0x13c . I have had the external hard drive now
for years but since the power went out this is the error that keeps coming up
that & the cordbg.exe which since unplugged now turned into this. I`m running
windows xp service pack 2 . Ie 6 . Layman`s terms if anyone can help , I dont
know a lot about computers on errors .
I tried to get help On several forums one says its my framework 1.1 due to
the power outage I had made the frame work corrupt . Rather this is true I
have no idea. I was also told I could un install my external hard drive but
doing that would make the next application come up with the same errors . It
would go down the line. I just cant get a straight answer

The best I can tell you is to reinstall the framework (1.1) (or do a repair
if that option shows up)

Hi Sloan ,
Thank you can I reinstall the net frame over the one I have ? I do have
the repair option but do not understand a word of it The problem is it
gives two options or examples to place the code into run . Thats where i get
lost. Thank you for replying .

If presented with the "Repair" option, then select that one.

Repair means "We found this on your system already, but you're running the
install, so we're thinking something is amiss".

Hi Sloan,
I used your link tried to download , it wouldnt let me re download again
or do a repair. I clicked on the one in my add/remove programs it sent me
here.
C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322\1033\repairRedist.htm
But it shows two separate commands to do. I`m not sure of which one im
suppose to put in run. I also assume that i have to download the application
of net frame 1.1 to a disk right when i do this ? One other thing is when I
go to add/ remove to look at net frame 1.1 it doesnt show any megs or bytes
is that normal ? Net frames 2 & 3 do . I`m not even sure if we still use net
frame 1.1 . I`m also starting to get the same error for IE now , so some
thing is wrong some where along the line.
