The programmer must be provided with the correct username and password combination to the SQL server. This may prove difficult if the machines are in separate domains (such as a production box). It throwing exceptions and breaking at will is a symptom of insufficient issues, but could be a number of things. You would have to elaborate with exception details. The effectiveness in setting up the application also depends on the level of debugging your developer intends to do remotely.
