ClickOnce missing components

I am using vs2008 pro and i have vista.

I am trying to follow a 'clickonce' follow thru on how to install using
clickonce and I get an error. (below)
The path I used for 'specify the location to publish this application is:
http://localhost/helloworld/
I am a bit lost, i would have assumed what i required would have been
installed with the vs2008pro installation.

Did I not install vs2008 properly or Do I have to go install IIS seperately?
vs2008 pro has asp.net so why would it think that it is not installed?
Where can I get what I require if i need o download extra?

Error 1 Failed to connect to 'http://localhost/helloworld/' with the
following error: Unable to create the Web site
'http://localhost/helloworld/'. IIS is not installed on this computer. To
access local IIS Web sites, you must install the following IIS components:

Internet Information Services
IIS 6 Metabase and IIS 6 Configuration Compatibility
ASP.NET
Windows Authentication

In addition, you must run Visual Studio in the context of an administrator
account.

For more information, press F1. 1 1 HelloWorld_ClickOnce

I beleive it could actually be something with my vs2008,
( or with something installed into vs )

I tried to recreate this in vs2005 and I dont even have the option to add a
form to a solution.
-Almost time to call it a day ;-)
