new copy of DLL not recognized

Sometimes when I copy (copy/paste) a revised VB.Net DLL into the program
directory, C:\Program Files\AppDir..., then run the application, the
application ignores it and instead uses the PRIOR copy of the DLL.

Why is this, and how can I fix it?

If I uninstall the app using Add/Remove programs, then reinstall it, that
fixes the problem.
