Problems with start menu

I am having an issue with not being able to click on folders in my start
menu. When I try to, the computer chooses something totally different. It
will not allow me to expand my folders either. I recently bought a HP laptop
and had this same problem, had the computer replaced and now the new one is
doing the same thing. Also, when I try to set my time zone and time for
windows, the numbers just continuously scroll through and will not allow me
to stop it and set it. Please helps

Try a newsgroup whose name begins with microsoft.public.windows....
