ONLY ACCESS THE ADMINISTRATOR ACCOUNT IN SAFE MODE

HI,

I have a home XP pc, problem is that I cant get the Adminstrator rights
assigned to my user. I have to go into safe mode to get to the administrator.
Got a workaround.
I have to be able to have control without going into safe mode too add
/delete programs
