Navigation To The Webpage Was Canceled

I have a glitch that appears every time I turn on the computer. It's a window that pops up and says

"Navigation To The Webpage Was Canceled.
What you can try: Refresh the page"

1st, no web page was cancelled. Second, clicking "Refresh the page" does nothing. This window pops up no matter what. The only possible way to get rid of it is with Ctrl Alt Delete and kill it with Task Manager. But even then, it'll still come back. I can still surf, work, or whatever by just viewing other windows over the top of the offending pop up, but it's still a royal pain and nuisance.

How do I get rid of it????

So far I've had a lot more dumb problems and glitches like this with Vista than I ever had with XP.
