Slow Internet Speed

I've been having this problem for a while now, ever since I started using Windows Vista I've had a low internet download speed (not the amount that I'm paying for). I know this isn't a problem with my ISP because on my other computer that has Windows XP, the internet connection is just fine.
I've tried the following tutorials:
Auto Tuning - TCP/IP receive level
QoS Bandwidth Reserve Limit
Neither of them have resolved my problem.
My download speed is the only problem, the upload speed is "normal".
I'm paying for 8Mbps but I get 0.5-2Mbps on my Vista system.
I have my modem directly connected to my computer, through one of the two Ethernet ports on my computer. This problem has been going on for months now and I'm really getting frustrated with it.

I've been doing some reading about your issue. There is some discussion about potential solutions.

1. If you're running any AV software, disable it, specifically Norton or Symantec.

2. Depending on your adapter, you may have to either update to the newest driver, or roll back to an older version.

Check on these potential issues and let us know if either of them help your situation. If not, we can continue to examine the issue, just let us know what your AV software is and what kind of adapter and router you are using.

I'm not using any AV program and I only have the Windows Firewall enabled.
As for the adapter.. I'm using the Ethernet ports on my Asus P5N32-E motherboard.

if you're New computer Came with Norton Uninstall it cause Norton slows down everything including the Internet speeds

Most of of us here use AVG-With Fire wall an d when each computer is set to stand alone everything should be ok there was a manual fix in the reg-edit setting where you can change the Default -to 10- a have a Gigabit Router allows me to set it to 1000

most eathernet cards Only have 10/100 Capiblities my has the Max of 1000gb wich is set by my internet provider I have a 1.5meg upload 16.314 Meg Download also depends on how you're Internet providers have you set up on there end check through some of the messages here I'm sure some has a fix solution for you

My motherboard came with a CD containing Norton but I was unable to install it due to none of the CD's contents being compatible with Vista 64. I currently do not have a Firewall or Anti-Virus program other than the default Windows Firewall.
Both of the Ethernet ports support up to 100mbps or more.
