OS Vsita -Windows Mail Error 623

Everytime, try to send an email from windows mail I get this error:
Error Message "Error 623: The System Could Not Find the Phone Book Entry for This Connection" When You Try to Make a VPN Connection

I searched for a solution but I can only find solutions for Windows XP or 2000. I have checked all the IE settings under the connections tab.
Please help me. I don't know what else to do.
I receive emails but when I send this message comes up.

Hi Felix,

Do you use a VPN? or Do you use Dial up?

Not Sure Johngalt. I am not very computer savvy. I connect wirelessly sometimes and thru my dsl connection at home. That is all. What is a VPN (virtual private network)? what does it do? I really appreciate your help. Please, let me know.

In IE: Tools/Internet options/Connection Tab: Check if never dial a connection is ticked.

The never dial a connection is ticked and grayed out.

Felix,
Have a look at the configuration of your accounts in Windows Mail.
Check that in the connection tab of the properties you use your LAN

Thank you very much. I am not very familiar with Vista or evern Windows Mail. Could you pls give me more detail on how to check the connection tab of the properties?
I am not very familiar.

In Windows mail, click on tools, then accounts.
Click on your mail account then properties.
In the connection tab you will see how your connection is set up.
Look at what is used to connect.
