Help - Internet Connection Drops/Lags

My issues seem to have started around the time SP1 for Vista Ultimate x64 was installed on my computer. I have an issue where when playing games I eventually will be hit with a huge lag spike. What happens after the spike is that I will be kicked from Ventrillo and I will get sent to spectator mode in Source games or I will get dropped from my Company of Heroes game. I think this may also be happening while browsing the internets, but it isn't as evident as with gaming.

I have tried updating and rolling back drivers for my onboard NIC. Still same problem.

I put in a PCI NIC. Still same problem.

I updated and rolled back drivers for nForce chipset. Still same problem.

My Comodo Firewall and Eset NOD32 are set to ignore all games. Still same problem.

I have disabled and even uninstalled Comodo Firewall and Eset NOD32. Still same problem.

I have updated my firmware on my router. Still same problem.

I have port forwards set up. Still same problem.

When I run ping plotter, the signal from my router to my modem is stable, as well as other hops. This has led me to believe it is solely coming from my computer. Does anyone have a clue what could be causing this? What hardware device (besides NIC) or system software could be causing this? I seriously believe I started to have these problems after SP1.

I do have a OC on my system, but that has been rock solid and stable for well over 6 months. I get no other system errors, only issues with my internet connection.
