Vista-Vista one-way network only

I have Dell Inspiron 1525 (Vista Home Premium) and my brother has an HP Pavillion laptop (Vista Home Premium). Ad hoc network related problems:
1. When he establishes a wi-fi network, I am able to connect but only he can view my laptop on network but not the other way round. He is even able to view files.
2. When I establish a wi-fi network, he is not able to connect at all.
3. With a Personal Area Network (bluetooth), we could both see each others computers, but only he could access my files.
