Vista - Alt-F4 & shut down disabled? (help)

Hello, i recently bought a laptop which was on display in Comet in the UK. After having the laptop for a short time i noticed that certain items were disabled, such as the function Alt-F4, when you try and use it, it says the admin has disabled the feature which confuses me as i'm the Admin... and also when you go to the start menu and click the arrow next to the lock key, restart and shut down are not there as was expected. The only way to shut down is by logging out and doing it from there, i thought this was possible from the normal screen? lol.

Is there a way that someone has suspended this and that it can be re instated with relative ease, without reprogramming Vista from start to finish as some tutorials on google suggest.

OK Jimmy, then can you open regedit and go to this address: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System

Make a picture of all the keys present in there and attach the image.

This may be the problem. Check to make sure that this is set as enabled.

Error message:
Shutdown Vista from the Keyboard

Enable (show) this:
Shutdown Options - Start Menu

Many thanks to the prompt replies on here, im a first time user and its very much appreciated. The problem has been solved in what can only be described as one of the simplest ways, thanks to the registry file that was available for download on here, everything now works they way it should, i can shut down from the start menu and dont get told off by Vista anymore like a naughty child when i press Alt-F4.

It appears to be a registry edit that the shop had done.
