Vista - CBS Log translation?

I'm trying to troubleshoot my dad's toshiba satellite laptop running vista home premium and I need some help. It does not recognize any wireless networks in his home and it gives me the 'dependency service or group failed to start' prompt in network and sharing center. I ran the sfc/scannow and have reviewed the cbs log. It found problems but cannot repair them. This exact same 'cannot repair' message appears 4 times in the log:

"CSI 00000164 [SR] Cannot repair member file [l:24{12}]"settings.ini" of Microsoft-windows-Sidebar, Version = 6.0.6001.18000, pA = PROCESSOR_ARCHITECTURE-INTEL (0), Culture VersionScope = 1 nonSxS, PublicKeyToken = {l:8 b:31bf3856ad364e35}, Type neutral, TypeName neutral, PublicKey neutral in the store, hash mismatch"

Any help on repairing the problem would be greatly appreciated.
