go here Drivers & Downloads and download the driver for your network card.

once it is downloaded put it on something (dvd,cd,usb, or HD) so you can take it to the machine without internet. double click it to install

but i really wanna thank u for helping me cause i no it was frusterating
i ended up calling dell and paid the $130, and everything is back to normal
