File Sharing always ON

Hi
I noticed that when I open the computer then the control panel > network and sharing center …I see that the file sharing is on .. when I turned it off and restart the computer ..It come back again .. its on.
And I think this is not normal.
I need to keep it off always
I have the F-secure program as Antivirus in my system.

Go to network and sharing center,at the bottom is a link to show me all the files and folders I am sharing. Then you need to go to the files and folders that show, go to their properties and change the permissions.

I check this and its all full control by the Administrator ,My Account and the System
Do I need to change this ?

Any files or folders that are shared can have their permissions changed in the properties page. Go to the security,click on the account you want to remove permission from and edit.
Then go to your firewall setting and uncheck the file sharing box there as well as the one in network and sharing center.
