Red X over windows toolbar icon

Can anybody help please? I have the following problem(s):

Connection status: unknown

Dependency service or group failed to start

Red X over the network Icon on the windows toolbar
In the Network and Sharing Center, Network discovery cannot be turned on, again for the reason given: Dependency service or group failed to start

I can surf the Internet despite all that.

Network: wireless
System: Vista 64

I have tried everything that I found on internet but nothing worked so far.

try this, Right click on the icon in the notification area, go to network and sharing center. About half way down the right side is View Status. Click that and in the box that opens note any error message you get when you click Diagnose.

    Weakest part of my computer is the graphics chipset.
    Only ever used a laptop.
    Also use USB Freeview TV Card

When I do that (getting into Network and Sharing Center), I do not have the View status (on this particular computer) because the connection is shown as unknown. However, when I click on the icon's 'Connect to network', it shows my network, it says connected with correct SSID name. Also, in some white paper on wireless network Microsoft says that having both wireless and ethernet adaptor may cause Red X over the icon. Microsoft says to ignore it. However, I did not have the red X before. I am not sure, what I have installed within the last week. At the same time, I cannot start two Vista services: Diagnostic Policy Service and Windows Event Log service. I do believe that somehow these things are connected (some common cause).

>>Right click "Computer"
>>Click "Manage"
>>Under the "System Tools" section, Double click "Local Users and Groups"
>>Click "Groups"
>>Right click "Administrators"
>>Click "Add to group..."
>>Click "Add"
>>Click "Advanced"
>>Click "Find Now"
>>Double click "Local Service"
>>Click "Ok"
>>"NT Authority\Local Service" should show up in the list now
>>Click "Ok"
>>Close Computer Management and reboot.



Doesn't work on my Home Premium though..
