OK, I can't create any sharing in my Vista 32 Ultimate.
Please help, what should I do?

First lets be sure that you are trying correctly
For both 7 and vista

If you are check out ownership
Do not change ownership of system files.

OK, When I'm right clicking the folder, and hit the properties - I don't even have the sharing option.

1. Any file - in that case I want to share a folder. but this is the same to any file on my Vista.
2. I am the admin and the only user in this PC.
3. when I tried to enable sharing using the "control panel" option, I got the next error message: "Could not start the Remote Procedure Call (RPC) Service".

Also Check the service
To Start these Services
Go To Start > under search Type services.msc
Now Look for Task Scheduler, Windows Event Log, Remote Procedure Call(RPC), DCOM Server Process Launcher
If you double click on it now can go to its properties
Make sure the Start up type is set to Automatic and start the service
Once you do it for all those service reboot you system then try it
If that does not work, go to services (type that word in search) and try to adjust from there.
