"Sharing" tab is missing in network properties

I am trying to configure a home network to share printers and files, but for some reason one of my two computers cannot see the other. My laptop cannot see my desktop when I go to "Network" but it can see my other wireless devices. My desktop can see everything on the network, including the laptop. I have checked all the firewalls, including McAfee settings.

One thing that I found to be strange was that in Network Properties for my wireless network, the desktop shows "networking" AND "sharing" tabs, but the laptop is missing the "sharing" tab. I think that this might be the problem.

Also, I forgot to mention that the desktop can ping the laptop, but the laptop will not ping the desktop.
