IP Address Conflict error

Newbie! Using Vista Home Basic. Recently downloaded Firefox at recommendation of computer repair personnel. Twice now I have gotten this message:

"Network Error: Windows has detected an IP address conflict. Contact your network administrator for help resolving this issue. More details are available in the Windows System Event Log."

I connect to the internet via a new Verizon Wi-Fi stick for the 4G network (which we don't have yet).

Could this message be happening because I have both IE and Firefox on my laptop?
I don't even understand the message much.

Get help with "There is an IP address conflict" message
If it does not work, turn off IE to be sure there is no conflict (I doubt if this is the problem, however.)
