IP Address Conflict error

Newbie! Using Vista Home Basic. Recently downloaded Firefox at recommendation of computer repair personnel. Twice now I have gotten this message:

"Network Error: Windows has detected an IP address conflict. Contact your network administrator for help resolving this issue. More details are available in the Windows System Event Log."

I connect to the internet via a new Verizon Wi-Fi stick for the 4G network (which we don't have yet).

Could this message be happening because I have both IE and Firefox on my laptop?
I don't even understand the message much.
