How to you log into another user's folders?

In Windows 7 it seems ask you to log into with user/pass (or no pass) and then you get to see all that user's folders.

In Windows Vista, when you click the Network computer, it gives you the Public folder.

It all depends on how you've got your network sharing settings configured in control panel :) It is possible to do both in Windows 7 and Vista.
