If you're getting an internet connection in safe mode, then I would believe that there is some program preventing you from accessing the internet...
Try this: You have McAfee right? There was recently a bad update released that disabled internet access for some of it's users. Can you open the main McAfee console (in Taskbar) click "About" and tell me what the DAT version is?
