can't find TelnetClients group in windows xp?

I navigated to this location Local Users and Groups, and click Groups. however can't find any TelnetClients group by default.

Yeah i do agreed with the thread by default telnet server is installed, beside that i know how to use telnet to remotely log in to remote computers. However what i don't know is how to add specific users to TelnetClients group in windows xp, because i can't find TelnetClients group in windows xp?

I checked Computer Management (Local) Local Users and Groups, and click Groups, there's no TelnetClients group.

Any other suggestion would be great.
