169.254.xxx.xxx is an autoconfiguration IPv4 address when the host cannot receive a DHCP offer.

Can you please boot the machine into safe mode with networking and test connectivity to remove the possibility of a third party application being the cause.

Follow this tutorial - http://www.vistax64.com/tutorials/123496-safe-mode.html

Note   Note
Please replace all references of 'Safe Mode' with 'Safe Mode with Networking'

Also, have you tried to restart your router? It may well be that your router is affected since it will be the DHCP server. Last resort would be to reset the router to factory settings and see if that resolves the issue.

Please post back your results!

Josh :)

I think the next step is to try a new set of drivers. Please download the driver attached above and extract it to a location. Once done, follow the procedure set out by acer and install the driver you downloaded (yk60x86.sys)

Acer said:
To update the driver, proceed as follows:

1. On the desktop right click on MY COMPUTER.
2. Select MANAGE.
3. In the "Device Manager" select the adapter you wish to update.
4. Double click.
5. Select DRIVER.
6. Click UPDATE DRIVER ... .
7. Follow the instructions given by the operating system to locate the driver.
8. If the driver which is found to be the latest is not the one you want
to install, select the checkbox "Install one of the other drivers".
9. Click NEXT.
10. Select the driver to be installed in the next listbox.
11. Click NEXT.
If a message is displayed saying that the driver is not digitally signed
by Microsoft, click YES.
12. The message "Windows has finished installing the software for this
device" is displayed.
13. Click FINISH to complete the installation.

Also, can you run the Microsoft Fix-it file that I have attached since Windows Vista is known to have incompatibility issues with certain routers. Once done please reboot and then show us your new IP configuration.

It is very possible the electricity shut off broke your network adapter. Did you lose power because of a storm?

What type of internet do you have? Cable or dsl (telephone)?

I didnt loose power because a storm and it was only 30 seconds ...

For the type of connection i think is cable ... ( my router manage my optical fibre internet and all my tv receptor ) Bell Internet: High speed Internet service | Bell Canada

When i try to connect with google chrome i have a domain name service error ... (maybe its just a dns error because i can still see the other computer in the local internet access ...

You will have a DNS error since 169.254.xxx.xxx does not provide one. I understand that you have already tried but I would try to disable any third party firewall applications and anti-virus solutions and test.

http://www.vistax64.com/tutorials/92697-windows-firewall-off.html

Note   Note
DHCP uses UDP port 67 and 68

If you can test on a different network it will help to narrow down if there is an incompatibility issue with your router or your machine. A hardware issue is still possible... Especially if this was caused after an electrical storm

I just retried to restart in safemode with network and nothing better.

If i have another computer connected by cable to the router (the one on im writing here) is it ok to test the router or i NEED another network with the problematic computer ?

Have you ever tried to use Linux?

If you get a copy on Ubuntu on a usb drive, set nyour computer to boot on usb, and ran Ubuntu to see if your adaptor worked, That would tell you in a few minutes if it was a Windows thing .

How to create a bootable USB stick on Windows | Ubuntu

Running on a usb stick does not change windows at all

This is good news though it doesn't help you.

I can't really help you, as The inside of windows isn't my thing.

Have you tried going into the control panel -> System tools -> device manager and uninstalling the network adaptor, then rescanning for new hard ware?

This is my way of fixing things.... I find it reinstalls the drivers back to defaults incase something accidently got changed you didn't know.

You may not ever know why it did this, but it is possible the card itself got screwed up, and switching made it start working again.
