login to website, upload file using existing link

I'll try to explain this as simply as i can.

I'm looking to create a powershell script for my websites admin area.
need it to do the following:
1. Go to a specific website and login using the existing login fields on that page
2. Navigate to the correct link within the admin area (may not need to if i can login to that page directly)
3. Open the "browse" link supplied on the site
4. Attach the correct file and activate the "Import" link to upload the file

Does anyone have any suggestions on how i can do this?
FTP is not an option.
Reason it will not work is because the contents of the file are injected into a sql database. (note: by clicking the import button, that activates the sql import tool that is already in place)

Thanks in advance if anyone has any ideas.
