Vista - Placing phone call using PowerShell

Hi All,

I'm wondering if it is possible to place a phone call using PowerShell and
then have the Speech API speak out a message after which the phonecall
disconnects. Ideally it would also ask for a PIN before pronouncing the
message but that's a nice to have. I would just like the Speecha API to wait
until the call is answered (voicemail does not need to be taken into account
just now).
We have an Office Communication Server here so I would like to use that, but
if there are other solutions I am happy to look into those.

So the question is short but sweet.

I did ask one OCS MVP, and he wasn't sure something like this might work
with PowerShell. I could try asking others also.
