[CTP2] No PSJobs if remoting isn't installed?

CTP2 seems to have an unexpected dependency on the remoting infrastructure
(ws-man etc.) in order to use PSJobs:

PS V:\> Start-PSJob dir
Start-PSJob : Windows PowerShell remoting features are not enabled or not
supported on this version of Windows.
For more information, type 'get-help about_remote_requirements'.
At line:1 char:12
+ Start-PSJob <<<< dir

Since background jobs can be useful even in a non-remoting environment, I'm
curious whether this is a design choice, a bug, or just a known pre-release
issue that will be fixed?

Yes, the PSJob functionality is enabled using remoting, even against a local
machine. This is by design at this point, not sure if it will change by RTM.

As Charlie mentions, this is the way the v2 CTP functions. I know we
had brought this up as something we'd like to see changed when v2 is
released.

This also provides some similar functionality for v2 and v1:
