Exchange 2007 new addresslist limitation?

i have been trying out Exchange 2007 for quite sometime now. I wanted to
create a new addresslist using either EMC or through Powershell (Exchange
Mangement Shell). But, when i create an address list, i get only 3 options to
filter out users who will be the members of the address list (Department,
Country, state or province).

I wanted to create an Address list which will filter all users whose city is
"London".

how can we do this through Powershell.

How to we create an Exchange 2007 address list by filtering users with any
of their Active Directory Attribute?
