can powershell be included in a Win PE boot image?

I'm currently researching deployment options for windows servers... the boot
images are based on Win PE and so scripting during those phases of
deployment obviously will be done in WinPE

Or easier way is to use Thinstall\ThinApp\NorthWind and build single
isolated exe file

how does that work? ThinApp starts at $5000.00.... I'm just looking for a
way to customize winPE with a few apps... with a budget of $0.00

I am interested in how this works though? could you provide some how-to
detail?
