How to perform variable substitution in powershell?

In CMD shell, i can do things like
%PATH:str1=str2%
%PATH:~10,5%
%PATH:~0,-2% etc.

How do i do it in powershell? I need to create 10 different combinations of
a user name for creating user ID in AD. e.g. for Arun Kumar the combinations
should be
arun.kumar
a.kumar
arun.k
arun.ku
arun.kum ...
