What does "password not required" flag means to a machine ?

refer to http://support.microsoft.com/kb/305144

Get-QADComputer -computer <xxxx>0 -includedproperties userAccountControl |
select useraccountcontrol

A normal workstation/server flag is 4096. however some of the machines are
4128

I realised the additional 32 bits refers to "password not required"

What is the flag "password not required" impact on the machines ?

Any chance these machines were either added to the domain administratively
(not jointed from the machine itself) or had their accounts reset but haven't
re-connected yet?

these machines join as a member server (from machine itself) to active
directory and they are alive in the network.

Found this:

Apparently it's a bug, and the the flag doesn't really "mean" anything when
applied to a machine account. They'll always set a password whether it's
required or not.
