I know of few other newsgroups that don't have a FAQ for this to be a
success this news group server would need to have to ability to lock certain
messages so that they always appear at the top.

The second would be to solicit people's help in creating this FAQ which I
don't think would be difficult.

This is a newsgroup, not a "forum". Public NNTP servers don't have a concept
of "sticky" posts. Even though you access this newgroup over a web
interface, the vast majority of the world uses NNTP software such as
WindowsMail or Agent or Thunderbird or who knows what.

While I understand the desire for sticky messages, and they are one feature
that actually has value in a Forum as opposed to a newsgroup, I'm not
willing to abandon the wealth of other benefits that NNTP gives me to move
to a Web forum to get sticky messages.
