Is there a way to modify the command-line editing features? Ideally
I'd like something like ksh's set -o emacs.
Are there replacements for Out-Host that behave more like pg or less
(e.g. backscrolling, text search)?

Nothing short of trying PowerShell hosted in a different environment like
PowerShell Analyzer. http://www.powershellanalyzer.com/

the help topics.
