What is Parameter HelpMessage for?

The ParameterAttribute has a HelpMessage property. What is it used for?
The documentation says "The description of the parameter that is suitable
for presentation as a ToolTip". Is this for future use? Where do these
tooltips pop up?

I don't know, but seems like an error to me... We're talking about a
mouse-over kind of event like a tooltip popping up in PowerShell?!
