I've seen a few.
In Bruce Payette's 'PowerShell in Action': "PowerShell Rocks"
Windows PowerShell team's blog: "Improving the world one-liner at a time"
PowerShell Answers blog: "Making life easier with PowerShell"

RE: promoting Powershell - non technical

Personally "PowerShell Rocks" is my favourite.

To be honest any phrase with PowerShell in it will do. Awareness is still
patchy so anything that spreads the message is good

I also like this one (adapted from PowerShell flyer)

Get-Shell | where {$_.pipeline -contains 'Objects'}
