    Remote Server Management doesn't work

I am running SBS 2003 and have added an XP 64 machine to the network. I can
access remote mail fine, but not remote server management. However, I can
access it on my other XP 32 workstations. I am loading the page using IE8 32
    bit.

    The error I get is

"Remote Desktop Web Connection Activex could not be installed. A connection
cannot be made without a working installed version of the control. Please
    contact the server administrator."

After clicking the OK button I get:

"An invalid server name was specified"

Things I've tried based on other posts / search articles:

    1. Looking for RDS or Terminal Services in my add ons in IE. Neither is there.

    2. Removing the registry key
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Ext\Settings\{7584C670-2274-4EFB-B00B-D6AABA6D3850}.
I can delete it, but as soon as I try to go to the remote server management
page, it gets added back to the registry. I've unloaded Windows Defender,
thinking maybe it was sneaking it back in, but no luck.

    3. Adding the server to my trusted sites list and downgrading the security
    level.

I think #2 is the key to solving this puzzle, but I'm not sure how to get
around it. Is it a server policy? Something built into XP 64? I'm stuck and
any help would be much appreciated.
