My understanding is that Server CALs are covered by your SBS Standard CALs.
TS CALs, however, are always extra.
(Note: the usual disclaimers apply. IANAL, nor do I pretend to be one.)

Yes SBS licenses cover member servers, however member
services licenses don't cover SBS.
Correct. And you ALWAYS need TS CALs in addition for any TS users/devices
when you run a terminal server.

If you want to run two servers the price of SBS Premium is
attractive.
