Maybe their current consultant doesn't know how to order additional CALs for SBS 2003. (And neither do I - I think maybe you have to get 2008 CALs from open license and exercise downgrade rights. If I needed 2003 CALs, I'd start with my open license guy and see what he comes up with).

There is another Microsoft product which has a similar name and is limited to 15 CALs but doesn't include Exchange

We have a customer that has an SBS 2003 server (non R2) that was installed
about 5 or 6 years ago.
Apparently the system is limited to 25 users - confirmed by their current IT
supplier, and cannot be increased any further. They claim that it is an
'initial version', so I'm wondering if its a pre-release version.
Trawling various online resources, I can't find any documentation of this
limitation - only the 75 user limit.
Does anyone know whether there a SBS 2003 version that was limited to 25
users?
